As a well trained and with international experience “TECHNO CRAT”, with 30 years of service with the Government of His Majesty, has been instrumental in introducing strategic planning and implementation in the Government of His Majesty.

PPP Ilmu Alim and our resource partners have a long and successful experience of facilitating the process of strategic planning and facilitating the organizing for implementation of plans of actions.

We have a good track record of facilitating the development of strategic plans for many Departments and Ministries in Brunei Darussalam.

As Permanent Secretary to three separate Ministries namely The Ministry of Development, the Ministry of Industry and PrimaryResources and the Ministry of Communications, he was instrumental in the formulation and formation of many national policies, plans and programs such as; 

• The Science and Technology Policy
• The Industrial Development Plan and Policy
• The Trade and Investment Policy
• The Fore stry, con s ervation, protection and production
• The Fisheries Sustainable Capture Industry
• Service Hub for Trade and Tourism
• RaGAM 21 ( The Brunei Multimedia Super Corridor)
• The house numbering and po stcode programme
• The formulation of the One Stop Agency.

In all his times as Permanent Secretary, his “Minister s” had tasked him to “re educate” the organization towards the new “liberalization and de-regulation”. He was directly involved in the re-Engineering and the changing of “mind set” for government servants.
